It refers to the concept of centrifugal force, which is a force acting on an object moving in a circular path. It pushes stuff out, away from the center of the circle. To give you a better understanding of this, think about riding on a merry-go-round at a playground. When the merry-go-round turns quickly, you experience a force that pushes you toward the edge of the merry-go-round.
